He was born on January 5, 1945 in Durango, Mexico to Rodolfo and Refugio (Zamora) Torres.

Oscar is survived by his wife, Silvia Torres; his daughters, Jessica (Elfonso) Alvarez, and Rosalba (Julien) Torres; his sons, Oscar Hugo (Evangalina) Torres Jr., and Omar (Gabriela) Torres; and his grandchildren, Oscar H. Torres Jr., Chrispher, Julio, Diego, Anahi, Daniel, Jordan, Emma, Alyssa, and Aaliyah.
He was preceded in death by his parents, Rodolfo and Refugio Torres.
